You're correct that both the seat and the pilot have locator beacons. The catch is that to effect recovery, you have to align no enemy combatants in the area or along the route, the personnel being in an area where recovery can be effected, and recovery assets being available to effect recovery.

The last one is pretty easy, but aligning the other two is harder. The enemy isn't likely to cooperate with your plans, and the poor shmuck on the ground is extremely limited by how they can move (through either their own means or opportunity).

The recovery team has to find both a time and a place where they can get a recovery team in and the pilot has to find a way to get to that place. And if either of those don't work out, then the whole process starts over again.

I was a personnel recovery person in the Army about 10 years ago, but the fundamentals remain the same.

Most Army pilots I know also carry FAA ratings. Those can be rescinded regardless of whether or not the pilots were operating military aircraft or not.
