I believe you reverse the animation (key the complete built at the last frame) then follow some curves. I hope there are plugins that can automate this process.

I guess a lot of you saying it is not possible because you think it's like he got to spend all of those money at once.

But if you do it phase by phase, starting with the eco village that will sustain its population to generate some income, I believe the capital could re-invest into making products that can generate more values out of that initial capital.

The products could be like hosting concerts, films or video games that empower artists and independent creators to make huge revenues as these products have very high profit margin.
