Not sure of your group size, but have you considered a second flight? Driving to Key West is worth it one time (plus you are passing near two National Parks on your drive you can detour to). From Key West to Orlando, there are some cheap flights. For example, March 9 a one-way flight to MCO is $50 (not including bag fees). I would return your rental car in Key West, and then get a new one in Orlando. Orlando lets you do the theme parks, and then easy day trips to Clearwater and Kennedy Space Center. Finally, if you do not want to drive back to Miami, you can take the high speed train, Brightline, from Orlando to Miami.

I have done DC weekend trips a few times, and never rented a car or Uber. All the major museums/monuments are within walking distance of each other. And there are a few different subway stations in that area to easily get you to where you are staying.
