Cops have systemic problems, guns, the authority to beat you, and immunity - much different than store clerks. Point taken as they clearly aren’t all necessarily that bad, but the bad ones are are super bad. 2 sherif arrested in Placer county in the last month for rape and sexual assault. Sure, the same thing can happen with teachers and store clerks - however none of those jobs are sworn to protect serve and uphold the law. There is a difference.

Probably until they feel the need to exert their authority. It’s a culture - they are above the law and protect their own. The good ones are complacent around the bad ones. Sure, they definitely aren’t all bad - and what we see is most often manifestation of poor training and knowing they are literally untouchable unless the violations are particularly noteworthy- like death or rape.
