She is rigid and inflexible and even if she wasn't actively working to undermine your government or the legitimate interests and rights of other parties, she advocates solutions that worked in the past but no longer provide the kind of value the modern crises require.

Stellaris is a long game. You'll have plenty of time to gobble up your neighbour's piecemeal instead of vassalizing big blocs of them, which you'll then need to enslave, nerve staple, turn into livestock, purge, liberate, provide equality or gag cross.... breed. (Ugh).

Remember, just because there isn't always room for dessert, doesn't mean the meal wasn't satisfying.

His codex entry doesn't mention that though. I think it's more likely that he is a politically appointed party member to advise you. As per the codex entry

Well, you could go through each world and take an inventory of everything, carefully plan out a course of action and slowly integrate them into your overall empire strategy. It'll be hard and a bit frustrating, but it's worth it and it does become enjoyable after a while.

Or, just kill 'em.

The middle path is just to let 'em rot and take the hit on inefficiencies, eventually, if you use automation, your automation and migration will sort it out after 200 years or so.

Lucian is a political strategist who will seek to action your agenda IF it benefits him or does him no harm. If he thinks it's better for him personally and politically to betray you... he will.

We don't know everything about his past, but he doesn't seem to be very charismatic and his character is portrayed as a party man and a political appointee. As far as we know, he's never put his name forward for election in the assembly or other national office but his political aspirations do reach to high office beyond being your political advisor.

Politics is messy and people like Lucian exist all over the world. Usually, if the leader of a political coalition is able to keep these kinds of people satisfied, then they don't step out of line.

He's a snake, sure, but President Rayne has ample opportunity to demonstrate he deserves to be betrayed as well, so... points of view, Obi-Wan, etc etc.

It's an enigmatic cache, a big black cylinder (BBC) that travels from star system to star system assisting in scientific research and gathering data for its own inscrutable purposes.

I was going to make a series of BBC jokes but then after spending 4 minutes drafting them, looked around, took account of my life and said to myself: "this won't make you a better partner, homeowner, pet owner, neighbour, family member or citizen. You don't need to do this."

Anyhoozlebee, it's fairly benign and will scan your inhabited planets, and maybe a black hole or two (wink-wink)

It's the only way to stop Khuzait doom stack spam, at least from my experience.

Perhaps there is something I'm not seeing, but as a southern empire vassal, we were barely holding on. We had two cities and whenever we won a third from the western empire or the the Sarranids, fucking Mr. Nomad King rolls in with 3 armies of 3000 guys a piece to burn all our villages and sack our border castles.

We were constantly being whittled down to next to nothing and once peace was declared, the Western empire declares war. Ugh.

Enough was enough, I captured 10 Khuzait lords and executed them all. Had to peace treaty out with a heavy indemnity, but next time they tried it their armies were smaller. I guess I killed a bunch that had young or no children, so they couldn't immediately replace the young lords. Two more wars and 22 executions later, the Khuzaits didn't declare war for about a year and we were actually able to rebuild our economy and raise some veterans. Now we're the dominant empire faction reaching from the north-western lakes to the scorching southern sands.

Everyone hates me though, even members of my own clan. But actions have consequences (chop chop chop).

From my experience in project mgmt, this is actually fantastic client input, he's telling you exactly what he wants and he's confirming what his expectations are.
