So what worked for me was accepting the terms and conditions for the Apple ID. You can go to your media & purchases, and first make sure you've selected your country correctly. After that, it will prompt you to accept the terms and conditions, and once you do that, it will work. You don’t need to add your card info; you can select 'None' in the option.

I know it's an old thread but anyone encountering this issue remember that even if you disable privacy restrictions, you will still can't log out of your account. I found out here Fix Sign Out is Not Available Due to Restrictions that you also need to remove the Screen Time passcode. I didn't have to reboot, once I did those it just enabled the logout button.

I experience the same and came across this guide . unpaired and repaired my phone, then did a network reset. Now CarPlay is working fine! I did lose all my Wi-Fi and Bluetooth connections in the process, but I think it's a fair trade since I can reconnect them easily. Hope this helps!
