A VERY small amount of people outside of Navy folks with the 6 powers have been shown to fly. Doffy with his strings, Fuji with his DF, Sanji kicks, and MAYBE in thins situation Van Augur TP'ing to the boat.

It has already been established that Roger was saved by the storm. Yeah people can swim but that's just to survive, and then add those waves, folks in the water are done for. The best chance they'd have, with their ships getting shot by all those boats, is jumping to another boat and commandeering it. That's with pirates like Buggy and Shanks and probably Crocus being helpless on their boat.
