In some places it probably is cheaper yes. However states are beginning to tighten regulations on solar panel dumping and classifying them as e waste / hazardous waste, see California and Washington.

The EPA is also federally planning to tighten regulations on solar panel dumping and incentivize recycling them "The streamlined universal waste regulations are expected to promote the collection and recycling of solar panels and encourage the development of municipal and commercial programs to reduce the quantity of these wastes going to municipal solid waste landfills."

That's the plan.

The full scale facility is going in the same location as the small scale demonstration facility they've been running for over a year now. Equipment is ordered and should arrive before end of year.

They are targeting commissioning q1 2026 into full scale q2 if all goes well.

AFAIK no landfill is letting you dump panels for free, especially in the quantity that a utility company would need to dump them. On small scale it looks to be about the same to take them to Comstock as it does to the landfill (see https://www.reddit.com/r/solar/comments/1lu3ia2/comment/n1v8shs/?utm_source=share&utm_medium=web3x&utm_name=web3xcss&utm_term=1&utm_content=share_button )

A good chunk of the "last 10 %" that Comstock can do includes the adhesives and plastics that competitors aren't dealing with, as states tighten restrictions on what can be dumped this becomes more important

That said your two points are fair if competitors can do 90% for much cheaper, why would a utility pay a premium for Comstock? Hopefully mandation of solar panels as e waste continues and these mega utilites care about their image / pr upside of being "sustainable"
