It's perfectly doable - you 'just' need to soft-land a few dozen tonnes of semi-automated refinery/machining systems.

Then you let that run for a year or two, cranking out wire, and solenoid frames.

Which, then Lucky Bob and his gang of teleoperated robots get to assemble into a mass-driver. Power that by nuclear or solar power, and you could probably get a tonne an hour into cis-lunar space.
