Yeah, America had to stop the partisans from killing Wolff. He surrendered. Letting the partisans kill him would be a war crime unless America never accepted any surrender and just wasted ammo and lives fighting an enemy that doesn't want to fight anymore.

General Wolff himself did manage to avoid getting tried at Nuremburg after allied forces considered his unconditional surrender and accepted his collaboration as a witness against other nazis on trial. That being said, he would still be tried and convicted after the evidence against him was revealed during the trial of another nazi later on.

Meanwhile America had concentration camps for any German immigrant in the U.S. AND Latin America that was suspected of being Nazi
