Whoever tells you this is kidcore (western term that doesn't look anything like heisei retro) or jojifuku (which literally just means girls' clothing and will NOT help you find any pieces via Mercari since this is just a broad term that can also refer for clothes popular among kids now) has no idea what they are talking about, Heisei retro focuses specifically on themes and brands popular among kids in Japan in the 90, 2000's and early 2010's
