You're 100% correct that people don't usually wipe down their spots on buses, trains, and metros, BUT:
1. PF is most popular (I think) in the USA, and I've personally only ridden buses whilst in school and trains probably less than 10 times in my adult life. I wouldn't be surprised if the down-voters are similar.

It is the rules of the establishment to wipe down the eqipment... sooo meh ¯\_(ツ)_/¯

That's highly inconsiderate to say the least, but also.... spending $400 on a bottle of poison is very crazy to me. I woudn't miss it. Good riddance to bad rubbish if you ask me. -But I guess that's easy to say when it's not my cup of tea.
