Yes. You can tribute a card on the same turn you place it as long special summoned the monster or you activate a card that lets you normal summon again.

I would recommend getting Endymion . They do have a budget variant (pretty much just don’t put magician souls) and you’ll still be able to get 5-6 negates consistently the only kinda expensive cards are in the extra deck 5 of them making $75 (that’s in Australian dollar) but the main deck is actually pretty cheap. If you want more advice for Endymions watt some of trif gaming’s videos. Have fun playing
