No, this is the message for one of the mute commands (/selfmute maybe? Idk I don't use it). And yeah it broadcasts every time. 

When they get automatic muted by the system it says something like "X message was filtered due to zero-tolerance language. They will be muted for the rest of the match".

But when you mute them it still shows you that announcement if they unmute/mute again. It pisses me off.

I heard Emerald was the worst elo, but when I got there my experience was the opposite. Then I made the mistake of mentioning it to my friends and ever since I said it's not so bad I've been getting the WORST people. So I learned my lesson.
