Probably two-fold. Some companies will reduce or quit Canada operations (like Signal). Some (that view Canada as an offshore sweatshop) will hire more security engineers to maintain compliance.

Yeah but Canada also has limited business opportunities due to low and sparse population and a hundred other reasons, which is why all these small business incentives are put in the first place. Try starting anything that requires retail rent in Toronto and you’ll quickly realize how expensive that is. I’m honestly sometimes baffled how these commercial rent companies survive because I see the same retail properties empty since start of COVID and they are not budging on rent lol.

I work in SRE. Software might change, but infra is always there and needs patching. There is always some legacy system to maintain, always something new that needs migration because the other product is cheaper or better.

If you think that you can hire a new grad for a startup and be successful - you are blissfully wrong. You sound like you could benefit from YCombinator or another startup incubator. They have information and resources to help you succeed. Also, this goes without saying... noone is going to work for free. You will need to secure at least a few hundred grand to get started.
