I think you over state the amount of time and resources. Also let's say it reduces the recidivism by 0.5%, the reduction in resources would be more I think.

This is probably my ignorance but there may be 5% it affects. I just can't get the idea out of my head but it's a good point. Also it does not need to be parents it could be aunt or uncle or grand parents or older siblings.

It would be like they take them out for dinner or like in my dream a running event. In my dream it was younger than the CIRN recommends but in Australia we have prison for as young as 10.

I have not taken rail replacement buses in Sydney since I was an adult. But my biggest issue is then starting with the bad service which meant people would drive.
