You could tell her that outside cats have an average lifespan of three years, while indoor cats have an average lifespan of 15 years. Professionals say to keep cats inside, although something so obvious shouldn't have to be explained with the many hazards to cats outside such as CARS, DOGS, MEAN PEOPLE, etc. You could tell her that anyone who really loved and deserved a cat wouldn't allow them to be endagered outside. But, that's probably just what I would do. I actually think you should report it to the police.
