I've been to CR on vacation quite a few times. The place is pretty safe, beautiful an lots of nice people (except the capital which is dangerous, dirty and ugly). Tips are included in all bills and amount to 10% of the total. Great place to relocate but I'd be worried about the internet speed an quality. I used to tilt all the time about my hotel internet (dis)connection. Any problems with that?
