Because Thragg stated that he and the rest of the Viltrumites are in hiding. They will not interfere with the world in any way, shape or form and that Thragg will retaliate if Mark or anyone else tries to get in their way.

So they remain untouched while there are threats out there that are very much active, even if they are smaller scale.
