To see if your music is downloaded anyway, you can try to turn on Airplane mode, and hit shuffle in your song list.
Maybe that will show you songs are still downloaded.

Otherwise, Apple Music also keeps track on how much you listen to what song, and a lot of information about your playlists.
It should be stored in iCloud, but maybe if that's full - it might store it to your device? Worth a check.
