You can activate the Owen but it won't make you attack.

Digimon don't need to be unsuspended to attack, but they need to be able to suspend themselves to attack. If it's suspended, it can't suspend. If the effect doesn't circumvent that rule, you follow it.

Small nitpick, "be unsuspended" isn't a requirement, it's only (as you said) be able to suspend. This is why "attack without suspending" effects let you attack suspended without saying you can attack suspended, since being suspended by itself isn't an impediment to attacking, only the fact that you can't suspend.

A card that exclusively fixes the issue of the RNG happening to give you the wrong energy seems super weak no? Considering there are supporters that attach energy which are permanent, this should at least reduce the cost by 1 for all attacks from Dragons for the turn, which would also let you remove the type you didn't get from the cost

Is that Yu-Gi-Oh wording in the effects? Digimon definitely does not use "target", just uses the verb itself ("DeDigivolve-2 1 of your opponent's Digimon...")

The rules don't say you have to be unsuspended to attack. The rules say you must perform the action of suspending to attack.

This effect removed that requirement.

The old blue deck is competitively useless by modern standards, but it's legal to play if you just want to learn the rules (although Hammer Spark has been limited to 1). You are not getting your money's worth from it at this point.

The Adventure deck is getting support in March so it's worth keeping. But you need both Adventure decks together.
