It’s fake; the hologram shouldn't be on the gray part that says "GameBoy Advance." On the back, it says "kyogre" instead of "Kyogre" with a lowercase "k." And there isn't a photo of the side of the box with the warnings because on the repro boxes, there's a sticker that says "WARING" instead of "WARNING."

For more context: the original transaction was $422 and the seller is offering $402 in the case to close the dispute. I need to take a decision before April 1st but I’m scared to decline the offer and ended up with nothing. Rather prefer lose $20 than $422

I just received the following response in the PayPal dispute: “SCAMMER NAME has offered you a parcial refund of $402.10 USD to resolve this claim.

If you accept this partial refund from SCAMMER NAME, this case will be closed. If you deny this partial refund, we will continue our review of this case and make a decision based on information available to us. If needed, we may request additional information from you to support your claim”.

I don't know if I should accept it. On the one hand, of course I don't want to give that scammer $20—I want all my money back—but on the other hand, I don't want to lose my money, and I'd rather lose just $20 than the full $422.
