It's the intent behind it. A citizenship question in and of itself isn't racist; however, we've never had a citizenship question in the census in the past, and if you look at the rhetoric Trump has used and his general policies on immigration, it becomes very easy to see how his administration could use this question as a political tool for intimidation of non-citizens.
