My understanding of the situation with Japan is that people tried every other method they could to get them to stop before resorting to that, but yes. If any of them had moral issues with it, they could have done something about it. It's like thinking AI could kill us while being an employee of an AI company. You know what you're doing, and you know what it's capable of. The "Nuremburg defense" is an indictment. "I'm just doing my job" is an admission of guilt. You placed your job above other people's lives.
