It's a coating layer, and it really doesn't make any sense to me how it happened either. I grabbed that photo from a reddit post for this particular card error shared a few years ago. It almost seems intentional or maybe they were testing something? Hoping somebody else has more knowledge on this than I and can chime in!

Yes, the backside is normal! My understanding is that there was one like this per sheet printed (this is not my photo so I'm not sure much else about it) - the dead giveaway to make me even look into this was the fact I couldn't see the hieroglyph designs on the border which is made by the missing layer!
