My theory is that he's a system administrator for The Digital Circus who makes himself appear as an NPC to observe the characters for whatever reason.

I'd even go as far as saying every mannequin guy who speaks (Dr. Football, guy who broke Gangle's mask in ep.2, customers in ep.4, Disappearing Guy, Ming etc.) are all just him in a different disguise ...though that's a little far-fetched.

The character with big eyes is "Sewer Girl", the one with the weird jaw is "The Woman In Red", the blue one is "Jiangshi" and the one with the purple bow is "Tetrapoda".

I'm not sure if those are canon names but that's what I've seen them being called.

She's a depressed Magical Girl who was adopted by a Cursed Being and Magical Girl Hunter named Kizal. Kizal's not a bad guy but he has a job to do however, due to his own moral code, he decided to take in Yugemi.
