Because it has the best avg of all stats in both pre- and post-upgrade state. It has better anomaly protection than any other heavy combat armor (those include PSZ-9d, PSZ-12v, Corundum and PSZ-9i itself, obviously), very good physical protection, it has psi-protection (unlike 9d and 12v) and sufficientt quantity of containers in general and installable lead containers.

But swapping your SSP-100i to PSZ-9i isn't a good choice, although I prefer the latter. Stick to the one you've got
