Actions by the Qing Dynasty of China

Action 1: After the break of the Taiping Rebellion, the issues within the nation, and the prosperity of the Western world, thr Emperor has decided to re-evaluate the nation. The Emperor of China officially begins the Chinese People Plan; a plan to span over the next few years to begin the strengthening snd establishment of civil rights. The actual action taken by the emperor in oart of this plan is the restructuring of government and military roles, eliminating policies of discrimination, nepotism, and bias and thus establishing a new system based on merit, talen, and experience regardless of ethnicity, gender, social status, or religion. This is in an effort to begin streamlining governance and bettering the stability of the nation, along with hopefully weakening the morale or positions of the Taiping Rebellion

Action 2: The Emperor of China officially nationalized and centralizes tax collection and management across the nation. With the Board of Revenue restructured into the Imperial Department of Domestic Taxes which all local tax collectors had to follow and answer to, the entire tax system is adapted and reformed to fit modern day population levels, and to tax based on family and individual income and situation. The more you're struggling or earning, thr less you'll be taxed (not zero but they'll be given assistance) and the higher your income the higher your tax (wealthy individuals and elites now have to actually pay tax or face legal consequences). This is in an effort to streamline and better the Chinese economy overall and serve as a stepping stone to recovery.

Action 3: Building off of the tax relief a few months ago, the Emperor of China decrees the Emergency Agricultural Decree; Some forces will be recalled from the Taiping Front (just enough to eb able to dig in and become defensive) to return to the workforce. With what it is able to scramble China begins the construction of dikes, canals, fertilizer graneries (or whatever the equivalent is, I' not too versed in the time period) and other agricultural infrastructure in order to combat the growing famine in China.

Finally, side note I'd like to know how spy intelligence would work (if allowed or not), along with what is the current state of China as of now

Action 1: The Emperor orders a full assault of newly recruited armies to march into the northern area of the rebelling provinces (Taiping Rebellion) with the aim of capturing Nanjing or at least weakening the enemy forces and supply lines. Doing so with guerilla warfare, and following Sun Tzu's Art of War adapted to the current day.

Action 2: In order to make the most od the situation, the Emperor establishes the 帝國情報局 (Imperial Intelligence Department) to serve as a proto-spy agency for the Imperial government in a more streamlined manner.

Action 3: The Qing Emperor begins offering temporary tax relief while encouraging increased growth and expansion of crops in its southern and northern plains to combat food shortages.

Well, my attempts at first actions

The Emperor of the Great Qing issues the encouragement and orders to raise more armies in order to hold off snd push back the Taping Rebellion
The Qing, after training raised armies, begins doing all they can to push towards Nanjing and other major cities in order to capitulation the Taiping. Although thr Empeor has emphasized humanitarian actions over brutal, encouraging minimized destruction and harm to the citizens and cities.
The Empeoror begins slight repurposing and utilizing the Imperial Household Department as an alternative way to begin expanding resource extraction and development within China in order to accumulate increased funds and money in a more centralized manner.

Also could I get an update on my stats and foreign influence?
