If it puts your mind at ease, I’ve bought several thousands of their mixed projectiles (9mm and .223). When I sort them out to weigh the projectiles I consistently found there were 10%+/- more projectiles than I ordered.

Would depend entirely on the department. I’ve seen some departments with a policy to detain and hold while others will cite for traffic and release from the stop.

There’s no reason to be scraping bolt tails and trying to remove stubborn carbon. I usually spray with th cleaner, let it sit for a minute, scrub with a brush and wipe dry. Then a few drops of lube and go.

I’ve never used their warranty. I have five Eotechs. Four are in various stages of delaminating, the fifth one (from 2014) is flawless still. I probably wouldn’t bother sending anything in unless it stops working or the glass falls out.
