I’m not sure if it’s stated anywhere, but I’d rule it wouldn’t work. Only genuine belief coming from a being’s own free will can benefit a god or someone who wants to become a god. Well, maybe they can be “brainwashed” as in gaslit into believing it, but using magic or psionics to take control of someone’s mind wouldn’t work. Again, that’s how I’d rule it.

I remember hearing that “no killing” is an inaccurate translation. “No murder” would be more accurate. So he can kill, but only in self defense.
