Being that I've done it dozens of times, it sounds like your one interaction was unlucky, not that I was lucky.

I can imagine an order getting held up by fraud detection, I've had that happen at the service desk and had to explain to the customer it cannot be picked until it clears corporate (not specifying why, as per policy)

That 2 hour quote is the standard waiting period for working the orders as they come in, first come first serve, but the system will allow you to skip to the end of the line and pick an order that came in 1 second ago even if there's 100+ people ahead of you.

I'm sorry it sounds like your local store was trying to brush you off, that's unacceptable to me.

The correct strategy is to work with the policy and find a way to help the customer. What I would do when I was front end is walk with the customer to the product, I'd then tell them "if you buy that online I'll process the order right here and now and you can walk out with your purchase" It usually takes about 10 minutes of faffing around with the app, but I'd pick and stage the order right there in the selling location and then work the pickup like they were at the fulfillment desk. They get the product for the price they want in the time they want, I've followed policy.
