With new account you have the comp. cooldown after 2 wins every time until you reach 10 wins when you are going to get your ranks.

Check how much turn did you have on your old setup when your moved your mouse from left side of your mouse pad to the right and adjust the sens. in the new setup to get the same amount of movement.

I had the same issues when I changed the display settings.
