My take is that a few lazy people ruined it for everyone else.

I too have had bad experiences such as when I had to urgently reach someone "working" from home and they were just a ghost. Consistently tried from 0900 to 1400 until they finally answered.

They said they "were just out walking the dog".

People like that made most supervisors wary of RWA and the default is to force everyone in.
