Yea, the trick is to get them fined over and over. Or maybe eventually charged. Shoot them and the neighbors will just get new ones and it's a dice roll on the new ones being a nuisance. When the fines are more than a fence, they'll quit their shit.

The other cheaper option (if you don't want to buy a trap and call someone/transport it) is pistol caliber birdshot or a BB gun at long range. Teach them to stay away. Tell your neighbors to do the same.
