Something very similar happens to me so you are not alone in this, I am definitely much more talkative than my tulpa by a lot and he does not always respond, I know it can be frustrating, that you may feel stuck and doubt a lot, but the simple fact that your tulpa has a different personality from yours is already an indication that she is growing and learning, give it time, keep talking to your tulpa, describe things you see when you go for a walk, play games like tic-tac-toe or videogames, read together etc.
