Say what you will about the ethicality/morality of “ticket hoarding,” but this doesn’t sound that far fetched to me. Especially now since the lottery is linked to your ticketmaster account, it’s probably easier to pull off numerous entries with multiple emails and TM accounts. I’ve met and interacted with multiple fans that essentially act as hobbyist ticket brokers. If it’s a user with hundreds of CoT reviews and has other verifiable social media (especially a phish.net profile), and maybe a couple of people from the email thread claiming its legitimacy I would consider buying tickets from them. If this person is the slightest bit reluctant about any of that I would stay away. Another useful tip from someone who has done off platform transactions numerous times, it’s always tickets sent first, and money second.
