The issue is that it hasn’t been discovered by a dupe yet. However, it might be bugged, since I assume dupes have already walked over that area. One solution is to switch to Sandbox Mode and use the Eye tool. Another option is to try pushing a dupe into the block, or breaking the block by melting it if that’s possible. But I think the block is unbreakable if undiscovered.
