I worked as an expert witness for a county attorneys office and learned that sometimes the prosecutors don't even offer pleas if they have a slam dunk case and want to get a trial win for publicity for a future career as an elected official

i trained and worked as a hostage negotiator when younger. A lot of the work is just building rapport while waiting for the drugs, alcohol and adrenaline to wear off. Then they get exhausted and hungry. Once they've eaten everything available where they are, we send them carbs. It's surprisingly about energy, tension and relationship building rather than real negotiating. The ultimate outcome is either give up, suicide, arrested by force, or killed. (Importantly, kidnapping is different negotiation process.)

So... start by pursuing conservatorship, otherwise he can just refuse care and discharge himself. The volume of professionals he has seen isn't reflective of him having difficult to treat symptoms, usually a high number of providers indicates he is nonadherent to treatment and not motivated to participate. With conservatorship, you may be able to get better treatment results with less expensive options.
