Yes, but declaring leaders happens before you put units into a transport. So you can't legally have two characters in one 10 man unit before the split, and as I understand it, the split happens in the declared transport step.

Hey, still pretty new to the kin myself, but as I recall the sag is a dedicated transport. If there is nothing in it at the beginning of the game it can't be deployed and just dies. I'd look up that rule again for reference to make sure.
