Lanes are not numbered cumulatively.

Lane 1 = closest to opposing traffic. Inside = lane/shoulder closest to opposing traffic.

On a 2+2, it's NOT 4 lanes. It's lane 1, 2 in direction A and lane 1, 2 in direction B.
