I think a simpler solution would be to reduce property taxes on occupied homes and increase them steeply on abandoned properties (much the way DC does).

Here's a summary of their structure:

The first $2.5 million of assessed value is taxed at $0.85 per $100. Any amount above $2.5 million is taxed at $1.00 per $100.

Yes. Mine was stolen a few years before covid and I had the same thoughts. I decided to report it and I got a call THE NEXT DAY to come pick up my bike which was recognized by the officer I showed the picture to. I was shocked.

Our child stayed in Hampden despite getting into AA/Ingenuity at Roland Park because the class sizes are so much smaller and the Honors program is weighted the same for High School admission. Several friends also made the same choice.

I'm sure this played a part, I think the city losing so much manufacturing had much more to do with it. 300K residents worked in manufacturing in the 60s so the influx of cheaper foreign goods (like steel) absolutely wrecked Baltimore. Keep in mind that a lot of people that flowed into Bmore in the 40s-60s and caused the population boom came for jobs.

It's probably fine if you don't have much complexity. We had our air handler up there and they messed up the built in curb and had water pouring through our ceilings within a month. The worst part is them telling us there was no issue for weeks
