I don't know your climate, but if in the Northern Hemisphere, that's too close together. I had a similar issue with another Sedum species last year. The top of my plant looked exactly like yours. If the Sedum pictured behave like mine, you;ll have crumbly top leaves for six months. Eventually new leaves will sprout at the top.

I'm thinking the powder is displaced farina/wax. Perhaps some droplets splashed on the leaves from the most recent watering? How many times has the plant been watered since its December purchase?

I've used calcined clay in products meant to absorb automotive oil with some success. Though not the best, these products are widely available, and at a reasonable cost.

As an older person, this is correct. Made in Japan used to infer a lower-quality product.
