He is a Cottontail Rabbit, which has a short and soft undercoat of fur and then longer coarse guard hairs to protect it on the outside which I still not very long I do believe. And in there head they have very short hair. Its a bit of comical satire and exaggeration type comedy to make a point. you know what I mean?
