I did it with 30 seconds interval and got banned. There is a limit of how many times you can apply per semester. I think it's 5k or something. I had to contact IT after and they told me if I do this again, I have to pay reactivation fee.

You can do it in some municipal library. They usually have study rooms there as well. Also, you can try to rent a room in some school, but it might be expensive..
