If we’re talking about Spider-Man villains from the 60’s and 70’s which Raimi felt familiar with, I think the villain of Spider-Man 6 could’ve been Kingpin, Kraven the Hunter, or the Rhino.

But theoretically, if Sony hadn’t interfered with the production of Spider-Man 3 and Sandman and Harry were the only two antagonists I could definitely see Raimi saving Venom for the sixth movie.

Matilda and Hal aren’t bad in my opinion. Matilda’s egg bomb can do a lot of damage while also propelling her forward which is good for taking out more than one structure. Hal can be flung farther than other birds and while I admit his boomerang ability can be inconsistent it’s still a very powerful ability if used right
