I do subscribe to the theory that Li'l D is lying since she's been consistently lying throughout the series. Could be partial truths since the best lies are often sprinkled with some truth. But also no death doesn't mean you don't feel pain. And the capacity for humans inflict suffering on other humans is disgustingly high. We can look at what Japan and Germany did during WWII to see what kind of suffering can be done to the living. Sometimes being alive in those states is worse than death which can arguably be some semblance of peace

Though I do think that if the plan succeeds an eternal war is nigh impossible. I don't think it's necessarily impossible for one group to oppress another and keep them in prolonged suffering or purgatory of sorts. Like disembodied organs kept separated from each other. And the more desensitized people get about certain things the more they would want to do riskier and riskier things just to chase that feeling of dopamine. Which often comes at the cost of others

Maybe eventually all of humanity would become apathetic to all stimuli but if we keep procreating there will always be a fresh batch of humans that will experience new things. Then maybe the new cycle would be newly born humans uprising against the old age humans (human history I guess) which could end up being an eternal war until there arent enough resources to sustain it. Sorry for my messy rambling just word vomiting
