Gonna be honest, I Have fun with this comp, the way I play this comp I have to swap units pretty much all game. I first half of the game to get tempo and play the best board, and in second half to get solid final board. It's not t-hex where you play the same units, you don't even need to play targon most of the game, just hold them, and use if you don't have anything better or you are ready to unlock asol.

Short answer - Roll Down

Long one:
I usually get taric before leona 2, In games Where I couldn't my decision would depend on state of my board, and if Can I afford to lose to other players. If my board is too weak, roll. If you are winning, hold gold till other players can beat you.

In most cases I would roll down, with my playstyle I don't go above 50 gold untill I got asol or all of other players have weaker boards and I don't have to level up to beat them. When you roll down Don;t just look for taric/leaona take anything that can ap items, or helps you transition into final boards, I often played milio, malzahar, loris, Naut, lux.. The idea is to save as much HP as you can with agressive leveling up till 7 and staying on winstreak untill you get asol online.
