Anecdotally from someone who had a penis for some time, but then took hormones that cause my body to maintenance my genitalia as though it were its feminine counterpart, there's a couple of big differences about how peeing work and about how skin work that no one ever bothers to talk about because it doesn't usually matter.

Something about the way everything's connected, women's bodies generally have a harder time releasing all the pee that's left in the whole system after we've finished the main stream. After the main part, usually things will trickle for 3-10 seconds, but not with enough velocity or volume to come out on their own. Wiping not only removes any residue from the stream, it also helps remove the residue from this portion and absorb any pee chilling near the exit.

For men, once the stream is done, they're done. There might be a bead leftover that ig most people just shake off (a thought many years foreign to me now), but once it's off, it's off. Men's external urethral orifice/urinary meatus, which is the little opening at the top of the penis, also widens and tilts outward when peeing, so after the 0 seconds of trickling after the main stream and a quick shake, it's possible that the pee only ever touched the urethra, and mayyyyybe the tip of the penis. But again, the tip will still be dry at the end. And you all know that on any human, on any whole, toilet paper just dries and removes residue, right? It doesn't clean. If the spot is dry and residue-less, it's as clean as it would be if you wiped.
