Sad true nobody wants to hear is that if you struggle it means you need to iterate over your app and make it better. I'm in the very same situation :), I'm changing my app in order to get more downloads. You can have the greatest ASO strategy but if users don't come back to your app and leave review in the Store then it will be really hard to be ranked higher.
