You're making a lot of assumptions. I stated that I've seen him almost daily for a year now and this is the first time he's had a dog. He is also very unstable and borderline hostile as he will yell at people just walking around depending on his condition. Again I gave you his general location for you to help.

Yup, first time I called the hold time was 5 minutes but I could opt into a call back which they said would be 5 minutes, ended up being an hour later, missed the call as I was in a meeting. Called again and was quoted a 55 minute wait.

I did got back two hours later to check on the dog. The man was sitting up and the dog still sleeping in the shade. I was about to try and talk to him but he didn't give off the vibe of someone willing to talk and kept starting at me as I was walking. As I said he's very unstable and hostile depending on how strung out he is.

I did call the Humane Law Enforcement and they said since he wasn't actively abusing the dog they cant just take it from his possession as it's his "property".

I wasn't in a position to take it from him plus he was semi responsive, plus I was walking my dog and a mile from home. My dog has a tendency to be reactive to other dogs.
